We have used MODLEVITUS.F to create master climatological T-S data set
with reasonable values on land determined by Poisson equation
interpolations over land masses.  This avoids horrendous logistics of
trying to extrapolate Levitus data to ocean zones not resolved by
the 1 degree resolution Levitus data.

The new Levitus data sets newlev_win.dat, etc are read.  Then land
areas are filled using the Poisson solver.  The resulting data is
written in binary form level-by-level into modelev_win.dat, etc.

WRITE( ) TK,SK  where TK and SK are 360 X 180 arrays for the
level being written.
